It is neccessary?

I just read that council tax could be scrapped fairly easily as 80% of local government spend comes from central government anyway? If they raised VAT by a bit it would cancel out the loss in council tax, but it would give people the extra money in their pocket to decide what to spend it on (or save, of course)
If this is true, it sounds like council tax (in its current state) is simply there to keep us all in line, and get used to doing as we are told or face the consequences.

I think that the council tax is just going to keep going up. The potential for savings is that income tax *might* start coming down, as things just simply can't getting higher and higher.
