Why do they need to charge more?

OK. What I can't understand if they do this big rebanding of every house is WHY we should pay more tax because we have a patio, or an en-suite or a good view? Why should the council charge more tax for those things? It's disgusting. If you save money and pay for your house to be better you get taxed more. If you don't save, spend money on beer and fags instead of a house, you can get a council house with NO council tax charge. I just don't understand their logic at all.
Why can't it just be a single charge per person - everyone in an area use sthe same public things, so what has the house you live in got to do with it? Do you use more street lighting if you have an ensuite? Or need better rubbish collections if you have a good view?
Besides, if you live in a more valuable house, then you get taxed when you buy/sell anyway.
