MPs over claim for council tax

Isn't it ironic that the people inside the very system that forces us to pay council tax (ie. the Parliamentary System) manage to claim their own payments back and manage to OVERCLAIM at that! How can they overclaim?
The councils send out a bill every year with the exact amount. It's written on the bill. How can they overclaim that?
